Article 1 (Purpose)
The purpose of these Terms and Conditions is to define the conditions of use for the community, stories, bulletin boards, second-hand trading, job postings, room information, K-MAP, messages, points, and additional functions (hereinafter the “Service”) provided by Mekong Korea (hereinafter the “Company”) through its website and mobile web/PWA, as well as the rights and obligations of members and the responsibilities of the Company and the members.

Article 3 (Definitions of Terms)
1. “Member” refers to a person who has agreed to these Terms and Conditions and the Privacy Policy and has completed membership registration.
2. “Posts” refers to text, comments, photos, videos, links, profiles, location-related information, transaction, recruitment, room information, messages, etc., that a Member uploads or transmits to the Service.
3. “Points” refers to an internal unit (P) granted by the Company for use in paid features or the Point Shop within the Service, and does not mean legal tender or a prepaid electronic payment method under the Electronic Financial Transactions Act.
Article 4 (Posting and Amendment of Terms)
1. The Company shall post these Terms and Conditions so that they can be viewed within the Service.
2. The Company may amend these Terms and Conditions if necessary due to laws or for the operation of the Service. Significant changes will be notified through service announcements or methods accessible to members starting 7 days prior to the effective date. Changes that are disadvantageous to members or are significant will be clearly notified within a reasonable period.
3. Members who do not agree to the amended Terms and Conditions may request membership withdrawal prior to the effective date. Separate consent will be obtained for matters requiring separate consent under the law.
Article 5 (Membership Registration and Restrictions on Use)
1. Membership registration is completed when the applicant agrees to the mandatory terms and conditions, enters accurate information, and the Company approves it.
2. Individuals under the age of 14 are not eligible to register.
3. The Company may refuse registration or restrict use subsequently if there is a risk of using another person's information, providing false information, registering repeatedly, using fraudulently, violating laws, or compromising service safety.
4. If a member chooses to sign up or log in via SNS through Google, Kakao, Naver, LINE, or Facebook, account information within the scope permitted by the member may be transmitted to the Company via the respective provider's authentication screen. The Company does not request or store SNS account passwords, friend and contact lists, or posts.
5. The terms and conditions and personal information processing standards of the respective SNS provider apply to SNS sign-up and login. Members may choose to sign up via email instead of using SNS login.
Article 6 (Management of Member Accounts)
1. Members must securely manage their email, password, and login method, and must not transfer, lend, or share them with others.
2. Members must immediately notify the Company if they become aware of account theft or abnormal use.
3. Since nicknames are public information, members may not use names that infringe upon the rights, trade names, personal names, or trademarks of others, or that cause confusion.
Article 7 (Provision and Modification of Services)
1. The Company provides Community, Story, Market, Rooms, Jobs, K-MAP, Gallery, Message, Points, and related supplementary functions.
2. The Company may modify or suspend all or part of the Services for operational, security, legal, technical, or service improvement purposes, and will provide prior notice in significant cases. In cases where emergency security measures or disaster recovery are required, notice may be provided afterward.
Article 8 (Member Posts and Responsibilities)
1. Members shall be responsible for the legality, accuracy, and whether any infringement of the rights of others of the posts they have written or transmitted.
2. Members grant the Company a non-exclusive and free right of use to the extent necessary for the operation, display, transmission, storage, translation, reproduction, and format modification of the Service. This right of use shall remain valid until the Member deletes the post or the purpose of using the Service ends. If preservation is required by law, it may be maintained for that period.
3. The Company shall not claim ownership of the Member's posts.
Article 9 (Prohibited Acts)
Members shall not engage in the following acts:
1. Fraud, false or exaggerated transaction information, illegal transactions, illegal recruitment, multi-level marketing or financial fraud, gambling, drug trafficking, facilitating prostitution, or acts violating laws and regulations
2. Acts infringing upon the rights of others, such as personal information, portraits, copyrights, or trademarks
3. Posting or transmitting discrimination, hatred, threats, harassment, obscene materials, violent content, or content inappropriate for children or adolescents
4. Malware, phishing, account hijacking, causing service disruptions, automated abnormal access, repetitive spam, or excessive advertising
5. Acts of guaranteeing or facilitating visa issuance, employment, wages, housing contracts, investment returns, etc., in a manner contrary to the facts
6. Impersonating the Company or other members, or interfering with operations
Article 10 (Reporting, Actions on Posts, and Restrictions on Use)
1. Members may report posts suspected of violation through the reporting function within the service or via customer inquiry email.
2. The Company may take measures such as temporarily making posts private, requesting modifications, deleting them, restricting messages, restricting accounts, or terminating membership based on reports or internal verification results.
3. In cases where there is no urgent infringement of rights or safety risk, the Company will notify the reasons for the measures and the method for filing an objection to the extent possible. However, exceptions shall be made in cases where non-disclosure is required by law or where the protection of the safety or rights of a third party is necessary.
Article 11 (Transactions Between Members, Job Search/Recruitment, and Room Information)
1. In principle, transactions, contact, and contracts regarding Market, Rooms, Jobs, K-MAP, etc., are conducted directly between members.
2. The Company is not a party to transactions, employment, or leases, nor is it a licensed real estate agent or employment agency; it does not guarantee the condition of goods, payment of fees, wages, working conditions, visa suitability, housing conditions, security deposits, or the establishment or performance of contracts.
3. Members must personally verify the counterparty, the property, employment conditions, rights and obligations, and relevant laws and regulations before engaging in a transaction or entering into a contract.
Article 12 (Protection of Messages and Personal Information)
1. Members shall not use the messaging function for the purpose of infringing upon the rights of others or engaging in illegal promotion, fraud, sexual harassment, or bullying.
2. Members must not enter sensitive or unnecessary personal information, such as Resident Registration Numbers, passport numbers, or bank account passwords, into messages.
3. The Company may process messages and posts to the extent necessary for laws, reporting, security, or service operations, and detailed standards shall be in accordance with the Privacy Policy.
Article 13 (Point Top-up and Usage)
1. Point top-up is a manual process where a member submits an application and deposits funds into a designated account, after which the Company verifies the deposit and issues the points. Points are not automatically issued solely upon deposit.
2. Currently, the top-up unit is 1P per 1 KRW of confirmed deposit, and the maximum amount allowed per request is subject to the range notified on the service screen.
3. Top-up requests for which the deposit has not been confirmed may be automatically deleted after 24 hours; a new request must be submitted thereafter.
4. Points may only be used for functions notified within the service and cannot be transferred, sold, or exchanged for cash between members.
5. Points do not expire until membership withdrawal. Upon withdrawal, any remaining points are forfeited and cannot be restored.
6. The Company does not provide arbitrary refunds for points that have been properly issued due to a simple change of mind. However, reasons requiring verification by the Company, such as grounds for withdrawal of subscription or refund under relevant laws, duplicate or erroneous deposits, system errors, or non-payment, will be processed in accordance with relevant laws and the facts. 7. Members who wish to receive a cash receipt must accurately enter their mobile phone number for personal income tax deduction or their business registration number for proof of business expenditure when applying for a top-up. The Company may process the issuance in accordance with relevant procedures after confirming the deposit.
Article 14 (Withdrawal of Membership)
1. Members may withdraw at any time using the methods prescribed by the Service.
2. Upon withdrawal, account identification information will be anonymized to the extent necessary for operational purposes; however, records related to transactions, disputes, or fraudulent use subject to legal retention obligations may be retained for the relevant period.
3. Posts created by members may remain to maintain the continuity of the bulletin board and facilitate use by other members, and will be processed to ensure they are not directly linked to the withdrawn member's account. Any requests for deletion under legal requirements or with legitimate grounds will be reviewed separately.
Article 15 (Limitation of Company’s Liability)
1. The Company shall not be liable for any service disruptions caused by reasons beyond its reasonable control, such as natural disasters, war, communication failures, third-party service failures, or changes in laws and regulations. However, this shall be an exception in cases involving the Company’s willful misconduct or gross negligence.
2. The Company does not guarantee against damages arising from information posted by members or from transactions or contracts between members. However, the Company shall not limit its liability under relevant laws and regulations.
Article 16 (Protection of Intellectual Property Rights and Services)
1. Rights regarding logos, trademarks, original images, videos, text, source code, screen composition, design assets, etc. included in the Service shall belong to the Company or the rightful rights holder.
2. Members or third parties shall not reproduce, distribute, transmit, modify, or use all or part of the subject matter protected under Paragraph 1 in a manner that causes confusion regarding the source of the Service without the prior written permission of the Company or the rightful rights holder.
3. If infringement of rights or concerns regarding infringement are confirmed, the Company or the rightful rights holder may take necessary measures, such as requesting deletion, restricting use, or claiming damages, in accordance with relevant laws and regulations.
Article 17 (Governing Law and Dispute Resolution)
These Terms and Conditions shall be governed by the laws of the Republic of Korea. In the event of a dispute, the Company and the Member shall first consult in good faith; if no agreement is reached, they may request resolution from the competent court designated by relevant laws.
